Philippine firm partners with Cambodia to launch aviation university

World Citi Colleges International Inc. (WCCI) has entered into an agreement with Overseas Cambodian Investment Corp. (OCIC) to establish an aviation university in Cambodia, marking WCCI’s first university project outside the Philippines.
The proposed WCC International Aero Tech University (WCC IAT, U) will offer aviation-focused degree programs to students in Cambodia, leveraging WCCI’s education and aviation training experience.
The agreement was signed by Dr. Raymond Patrick Guico, CEO of WCCI; Oknha Dr. Carolyne Pung, Vice Chairman and CEO of OCIC; and Thierry Tea, Vice President of OCIC.
Cambodia’s Deputy Prime Minister and Minister of Education, Youth and Sport, Dr. Hang Chuon Naron, delivered remarks at the ceremony, which also included Cambodian officials and Philippine Embassy representatives.
Three bachelor’s degree programs are planned: Bachelor of Science in Aircraft Maintenance Engineering Mechanical, Bachelor of Science in Airline Operations Management, and Bachelor of Science in Tourism Management with Flight Attendant program.
OCIC is a partner in Cambodia Airport Investment Co., which developed Techo International Airport, now operational since September 9, 2025.
