The Brief

  • Zelensky and Erdoğan discussed potential peace talks involving Ukraine, the U.S., and Russia.
  • Turkey has previously mediated key agreements, including the Black Sea Grain Initiative.
  • Ukraine reports continued Russian attacks and requests for U.S. missile support.

Ukrainian President Volodymyr Zelensky and Turkish President Recep Tayyip Erdoğan met in Ankara to explore options for peace talks involving Ukraine, the United States, and Russia. Zelensky mentioned the possibility of holding discussions in Turkey.

Zelensky stated that preparations are underway for a trilateral format, with negotiations planned for the first half of November. He noted the potential involvement of Turkey, Europe, and other partners in the process.

Erdoğan expressed satisfaction with renewed momentum toward ending the conflict, emphasizing the readiness of all parties to work toward peace. He also highlighted Turkey’s past role in facilitating significant diplomatic outcomes.

Turkey has a history of hosting critical negotiations, including the 2022 Black Sea Grain Initiative, which enabled Ukraine to export grain and fertilizer through a secure maritime route. The country also mediated a prisoner exchange between Russia and Ukraine in May 2024.

Despite ongoing hostilities, Zelensky confirmed that Ukrainian forces had targeted a Russian missile production facility over the weekend. He also reported that Russian attacks continued, with 1,940 drones, 1,580 guided bombs, and 44 missiles launched against Ukraine in the past week.

Zelensky emphasized the urgent need for Ukraine to acquire patriot missiles, the weapon most capable of intercepting Russian ballistic missile attacks, from the U.S. after its supply ran dry in October.
