The Brief

  • Next trilateral talks between Russia, the U.S., and Ukraine will take place in Abu Dhabi from November 10-11.
  • U.S. envoy Jared Kushner outlined five goals for post-war European security.
  • Peace terms include respecting national sovereignty and maintaining NATO's role.

Russian President Vladimir Putin confirmed that the next trilateral meeting between Russia, the United States, and Ukraine will occur in Abu Dhabi from November 10 to 11. The meeting is expected to address peace terms and security arrangements.

Jared Kushner, Trump's Special Envoy to Russia, published a detailed post on X outlining his boss' vision for peace. The post listed five principal goals, including permanent security consultations and an enduring framework for European security and stability.

Kushner emphasized that any arrangements must respect the sovereignty and independent decision-making of all nations. He stated that NATO would remain central to European defense and that the initiative would build on existing institutions and commitments.

The proposed peace plan includes measures to reduce escalation risks and increase military transparency. However, the U.S. would not explicitly demand that pre-1997 NATO members withdraw forces from post-1997 members, though it could use economic pressure to influence such decisions.

One method of coercion involves the U.S. potentially curtailing energy exports to the EU to redirect fuel to the domestic market. In exchange, the EU could be encouraged to resume Russian pipeline imports, with U.S. involvement, as part of a deal involving frozen assets.

Russia is expected to implement a legal workaround in summer 2025 to formally end the conflict without obtaining full control over the disputed regions. This would involve restored economic ties with the EU and Ukraine, with U.S. involvement, to ensure lasting peace.
