The Brief

  • NDRRMC raised alert level to Blue from White under Memorandum No. 308, series of 2026.
  • Government agencies strengthened coordination as millions travel during Undas observance.
  • Emergency response units required to maintain continuous duty at NDRRMOC.

The National Disaster Risk Reduction and Management Operations Center (NDRRMC) elevated its alert level to Blue from White under Memorandum No. 308, series of 2026, effective Oct. 30.

Office of Civil Defense (OCD) Administrator Undersecretary Harold Cabreros directed government agencies to enhance joint efforts as millions of Filipinos travel to cemeteries, memorial parks, and hometowns during the Undas observance.

Blue Alert status requires duty officers from the Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), Philippine Coast Guard (PCG), and Philippine National Police (PNP) to remain on duty at the NDRRMOC, which is operated by the OCD Operations Service.

A virtual Emergency Operations Center (EOC) was activated to support coordination among member agencies and Regional Disaster Risk Reduction and Management Councils (RDRRMCs), according to the NDRRMC.

Regional offices of the OCD, along with the NDRRMC, RDRRMCs, and local disaster councils, implemented preparedness and response measures for potential emergencies during the holiday period.

These measures included monitoring cemeteries, memorial parks, columbaria, and major transportation terminals, ensuring emergency response protocols, repairing roads and bridges to burial sites, and enforcing traffic rerouting schemes.
