The Brief

  • Miller will replace Susie Wiles as White House chief of staff.
  • He was central to Trump's immigration enforcement policies.
  • Miller pushed for expanded ICE arrests and third-country deportations.

Stephen Miller, a key adviser to President Trump, will assume the role of White House chief of staff on Monday. He replaces Susie Wiles, who has served as chief of staff throughout Trump's second term.

Miller played a central role in shaping Trump's immigration policies during both of his presidential terms. His influence extended to the administration's enforcement strategies and legal approaches to immigration.

During Trump's first term, Miller helped draft and defend the travel ban on nationals from several Muslim-majority countries. The policy faced widespread protests and legal challenges, with a third version upheld by the Supreme Court in 2018.

In 2018, Miller supported the zero-tolerance immigration policy that led to thousands of family separations. He also advocated for significant reductions in refugee admissions, which were lowered to 15,000 for fiscal year 2021, a record low at the time.

Miller continued pushing for aggressive immigration enforcement during Trump's second term. He demanded daily ICE arrests of at least 3,000 and proposed deploying the National Guard to assist in mass deportations.

The administration's enforcement efforts expanded to include detentions of immigrants without criminal histories, leading to increased ICE activity and protests. Miller also supported the use of the Alien Enemies Act to deport Venezuelans to El Salvador, where they were held in a maximum-security prison, sparking a legal challenge.
