The Brief

  • Brazil released two roadmaps to guide countries in reducing fossil fuel use and deforestation.
  • Roadmaps emphasize flexibility and voluntary participation, not binding rules.
  • COP30 president Andre Correa do Lago said the roadmaps reflect shared but differentiated responsibilities.

Brazil, as the outgoing COP30 presidency, has launched two roadmaps aimed at helping countries transition from fossil fuels and halt deforestation.

The roadmaps are voluntary and non-binding, designed to support climate action without imposing strict regulations.

The initiatives build on the outcomes of the first global stocktake of the Paris Agreement, which took place at COP28 in Dubai in 2023.

COP30 president Andre Correa do Lago stated that the roadmaps reflect the principle of common but differentiated responsibilities, both between and within nations.

The guidelines suggest that fossil fuel production should decline alongside demand, while expanding low-emissions energy systems to ensure reliable and affordable energy.

Reducing fossil fuel supply faster than demand could lead to shortages and price volatility, while maintaining production beyond future needs risks prolonging dependence on fossil fuels.
